Yet, my prisoner-however, the US was betrayed the Republic of Vietnam by the Paris Peace Accords which is why United States District Court Northern District of California was dismissed my case by Claims$ Dispute Resolution or a waiver of national immunity- during I have explained that a waiver of national immunity with condition that the United States has sent the American Armed Forces to Vietnam in order to win communists, but the United States has sold sovereign Vietnam to socialism- therefore, a waiver of national immunity was voided because the Paris Peace Accords was signed by four parties while mastermind of the Paris Peace Accords has controlled by the United States. in fact, Articles 4&5 of Paris Peace Accords that the American Armed Forces will not have interfered in South Vietnam and the American Armed Forces withdrew Vietnam with 6 days from January 27, 1973, so the waiver of national immunity was voided, but the court has created this a bilateral treaty to dismissed my case- so, I appeal my case to the ninth Circuit Court and to the United States Supreme Court because I have been registered with the US Department of Justice has had more than 7 years and I applied for Forma Pauperis.
