The Vietnam War was the same Ukraine War; therefore, it enacted the law to invade sovereign Vietnam. During the United States Congressmen didn't live in Vietnam-even worse, they didn't have any Vietnamese citizens which is why they enacted the law to decide the fate of Vietnamese people by HR 4590 and then H.R 7885 Pub-L. 88-205 Approved December 16, 1963, because the United States Congress was voted by the American people without having voted from the Vietnamese people.
