As we, the Vietnamese people and human beings, understand, the United States Congress has not only betrayed its Vietnam ally but also sold the Republic of Vietnam to mainland China. In the meanwhile, the American Ambassador abused its Article Third of the United States Constitution which has forced the Republic of Vietnam to sign a bilateral treaty in which a waiver of both nations is immunity or Claims & Dispute Resolution on February 9, 1965, which bilateral treaty allowed the America Armed Forces have freely been deprived the right of life of the Vietnamese people who are innocent without having compensated any pennies like the deaths, properties, and injuries in to win communism without sold Sovereign Vietnam to socialism which is why Secretary of State Kissinger stated on the whole world and his American people that, "Vietnam failures we did to ourselves." On the other hand, the Paris Peace Accords was evilly forced President Van Thieu to ratify by President Nixon, if President Nguyen Van Thieu will not have ratified the Paris Peace Accords, and then, President Nixon has secretly ordered Mr. Kissinger cut off the head of President Nguyen Van Thieu and two United States senators are secretly following President Nixon. Even worse, President Nguyen Van Thieu worried about his life which will look like President Ngo Dinh Diem who was assassinated by President Kennedy ordered to kill Ngo Dinh Diem during the United States Constitution hasn't allowed any powerful American leaders abused power to deprive the right of any foreign leader's life. That is why the powerful American leaders have not only invaded Vietnam by an unjust law's H.R. 7885 Public law 88_205 Approved December 16, 1963, to let President Kennedy freely send his troops to Vietnam on the same day while the Congress of the Republic has not approved yet. The United States has signed a bilateral treaty to approve the sovereignty of Vietnam on April 4, 1961, which is why the United States has forced Vietnam to sign another bilateral treaty of Claims & Dispute Resolution. Let Vietnam agree to allow the American Armed Forces that they are freely killing for the Vietnamese people like My-Lai Martial Case. This treaty allowed the United States that it has freely deprived the right of life of the Vietnamese people, let the America Armed Forces fight against communism in Vietnam by the Act's H.R. 7885 above - while a section 407 said," No department, agency, officer, or employee of the United States shall, under authority of this Act, exercise any directions, supervision or control over, or impose any requirements or conditions with respect to, the personnel, condition, curriculum methods of instructions, or administration of any educational institution.” Approved December 16, 1963. Which is why President Nixon and Secretary of States Kissinger didn’t enforce this law, they distorted the law in themselves. When Secretary of State Kissinger said, “The Vietnam War required us to emphasize the national interest rather than abstract principles. What President Nixon and I tried to do was unnatural. And that is why we didn’t make it.” Ironically, after the Paris Peace Accords were signed by the four parties, the Paris Peace Accords has had the twenty-three Articles and the nine Chapters in which no Articles and Chapters had disbanded one party which is why the United States has replaced the South Vietnamese officials to exchange the American prisoners in Hanoi by the South Vietnamese officers. Where has American Human Rights observed the South Vietnamese prisoners of war who were murdered in many Vietnamese communist concentration camps? In the meantime, the South Vietnamese officers were freely assassinated in many Vietnamese communist concentration camps which have over three hundred thousand officials who were murdered without having openly sentenced judges. In conclusion, the thirty-seven bilateral treaties of the United States have solemnly been signed with its Vietnam ally in order to fight against communism without having sold us to socialism to let it detain, nationalize our properties and disbands the Republic of Vietnam regime while President Nixon said, The Paris Peace Accords will not have left anyone behind.” The United States Department of State Treaties in Force A List of Treaties and Other International Agreements of the United States in Force on January 1, 2020, which is why the sovereignty of Vietnam was lost by Claims & Dispute Resolution or so-called the waiver of national immunity signed on February 9, 1965. 16 UST 140; TIAS 5773; 542 UNTS 175. Finally, no stupid foreign nations signed this treaty to allow the United States which is freely destroyed, murdered, and sold a people to the third party when the United States Court carries out the waiver of national immunity with the Vietnamese American plaintiff which is why the American Court enforced a voided treaty while the American Court has enforced the Paris Peace Accords and other thirty-five bilateral treaties has been signed with the sovereign Vietnam and including the United States Constitution has involved to the Vietnam War like the Third, Fourteenth, Thirteenth, and special law is H.R. 7885 in Section 407. That is why the United States doctrine " Diversity, Equality, and in conclusion, mean the great powerful America has been deprived of the right to life of the innocent weak more than the United States without having made the transparency of justice. As a result, the final decision of the Paris Peace Accord didn't carry out any treaties while the America Armed Forces cut and run out sovereign Vietnam before Paris Peace Accords in six days, the four parties have solemnly enforced the Paris Peace Accords which is why the United States has abused power to bully the Republic of Vietnam that it surrendered communism when H.R. 7885 Public Law has tenderly been conquered all of the Vietnamese people and troops to fight against socialism.
