USSC Public Hearing - July 15, 2024
VOICEOF EQUAL JUSTICEINTRODUCTIONVoiceof Equal Justice by Author Bright Quang is expressed by the United StatesCongress, the United States Constitution, and the wisdom of the lowest of aVietnamese American society when he makes his torch for justice in the VietnamWar, that his nation was deprived of the right of sovereign Vietnam by thepowerful United States by the unjust law, unequal treaties, and the treatmentwithout having due human Rights, philanthropy, and dignity. First, the authoris a Vietnamese patriotic officer, sculptor, and writer, which is why he becamean enemy of the United States during the Vietnam War; significantly, he was aclose ally of the United States that is why, he was detained for a long run bythe US foreign policy, as no one thought he to fall to the end of the lowest ofAmerican society when the sociali American is modern civilization without youngmindset should provide such as form the transparency of justice, or the legalhonest justice form the United States Congress helped for him. Second, the Fourteenth Amendment of the UnitedStates Constitution didn’t allow anyone who hadn’t had American citizens toattend into the American administration. For example, no Vietnamese people born, lived, and grew up in the United States, which is why the United States has been represented by the Vietnamese people. Third, his conscious human life seemslike a worm in the dirty mud. Why did his life pay the highest price of theVietnam War without due justice and benefit? Let him arise with his light torchto shine the transparency of American justice in the Vietnam War. Otherwise, the United States Congress has abused its power to bully him and his sacrednation to enslave war, cast Vietnam, into Neo-Colonialism when the Congresshas strongly persuaded the sovereign Vietnam to must fight against communism, which threatens American security. However, the United States Congressmen werenot born in Vietnam, lived, or grew up in Vietnam, which is why they enactedthe law to order the Vietnamese people to carry out their American laws inVietnam. In contrast, no Vietnamese people voted for the United States Congressor the American President because no Vietnamese people were born in the UnitedStates, lived, or resided in the United States; that is why the United StatesCongress has not represented them for the Vietnamese people from the localgovernments to the central government, but the United States has interfered intoinnermost internals of the sovereignty of Vietnam. In this condition, the UnitedStates has not only approved sovereign Vietnam, but also respected sovereignVietnam corresponding with the sovereignty of the United States byinternational rules. Importantly, why does the United States respect thesovereign America, but the United States deprives the right of sovereignVietnam without having the United States Constitution orders? As a result,Voice of Equal Justice struggles for equity between the United States and othernations without using its power when the United States imposed the Diversity,Equity, and Inclusion Doctrine to cheat the human world of the powerful UnitedStates ' might, its atomic weapons, and millions of warplanes and missiles. Letthe United States trample human dignity, as Author Bright Quang has reaped so muchburden of suffering from the United States.FromApril 30, 1975, he was sent to Dai Binh Camp, Lam Dong Province, Da Lat, untilSeptember 1981, when he was released and continued to be under house arrest inQuang Ngai. After three months of release, he found out the Democratic Republicof Vietnam's understanding of Vietnamese communist society. Mr. Quang returnedto Quang Ngai, the Vietnamese communist government nationalized his house, andhe had to return to his wife's hometown in Hue to live with his wife's 7children in the ancient capital of Hue. In Hue, Mr. Quang worked as a sculptor at homeand worked in the arts and literature. But Mr. Quang was not allowed toparticipate in social work; for example, the request to establish a literaryand artistic association was also banned. In August 1983, Mr. Quang left Huefor Saigon to live as a sculptor. In 1987, he created a bronze work with thetheme "Peace," in which he expressed the idea of a young Vietnameseman breaking an AK-47 gun. When he presented it to the cultural department inHo Chi Minh City, they did not accept it and said, "If this work breaks anMM.16 gun, it will be accepted for exhibition." Mr. Quang replied,"The AK.47 or M16 guns are all foreign, not Vietnamese." And fromthen on, he temporarily left his sculpting career behind and looked ahead tohis 7 children and his wife, who were waiting for him, so Mr. Quang had to liveby driving a cyclo. So, Mr. Quang had to live by driving a cyclo. An unforgettable memory of Mr. Quang is as follows: "Mr. Quang influencedan intellectual, because she did not agree with the price of $21 from Vuon Choimarket to Phu Lam A of the bus station union at that time. But Mr. Quangaccepted the price of $20, the intellectual got on the bus, and Mr. Quangtalked about his father's legacy and the Buddhist doctrine because that day,she went to the temple. After hearing stories about Buddha, Mr. Quang gave herthe following poem:
Where Is the Buddha?Whereis the Buddha? In your innermost bosomAdjustyour heart with righteousness for the ovationOfhappiness in all circumstances, your mouthTo makenote of no lies, your mind is due to keep holdOf itspurity, never to cast a lustful eye on anyone for sexTolearn of the adequacy of money, you needThe auroraof sanctity, scattering the EarthDo younot see yourself sitting?Innegative space After the intellectual enjoyed the cyclodriver's poem, she did not judge Mr. Quang as a pure cyclo driver and theintellectual commented on Mr. Quang's poem and said, "The Bodhi mind hasbeen in your heart, I think even a Great Monk does not have a Bodhi mind likeyou, you must be an officer of the old regime, Mr. Quang replied, "Goingwith monks, wearing a monk's robe, going with ghosts, wearing a shirt paper" Theintellectual chuckled and socialized. Under the hot summer sun, his body wascovered in sweat, but Mr. Quang still happily chatted with the intellectual andarrived at the destination without knowing. Suddenly, she signaled to stop thecar. Mr. Quang was extremely confused because in her hand she was holding a$100 bill while Mr. Quang did not have a single penny in his pocket, eventhough he had been pedaling the cyclo from 3:00 am until 1:00 pm, both hispockets and stomach were still empty. She looked at Mr. Quang when getting outof the car and said, "There is no need to be confused because I will pay you$20 and the remaining amount. Please allow me to increase the gift for thechildren because today I am very happy to have received your knowledge in thefield of Literature and Art. But I begged the honorable intellectual to give heraddress to hope to repay the favor in the future, but Mrs. refused and saidthat I teach bilingual languages, English and French, at Mac Dinh Chi HighSchool in Phu Lam A.
Another memory was when Mr. Quang was acyclo driver; he fell in love with Literature and Art in Saigon. After a periodof typing the manuscript, the local police searched his house during a campaignto arrest illegal residents. Mr. Quang temporarily hid the manuscript in asuitcase for about three months after that. Mr. Quang took it out and continuedtyping. Mr. Quang saw that the manuscript and the shirt with termites had comefrom somewhere and had destroyed the poetry collection and the shirt withtermites. Mr. Quang guessed that this was a good omen for his fortune, but hiswife was too scared because she lived in a rented house and did not care aboutthe furniture, allowing termites to destroy their property. But Mr. Quang washappily pleased and comforted his wife, saying, "This is a good omen forus, according to the legend of the Sui Dynasty in China."Mr. Quang wanted to strengthen his wife'sfaith, so he tried to find a monk to interpret the omen so that his wife wouldbelieve in his prediction. He vowed to meet any monk; if this monk wentanywhere, he would not take money from the cyclo driver to ask him to interpretthe dream "Moi loc tho thu" (termites eating away at the book ofpoems). One day, Mr. Quang met a monk waiting for a bus from Minh Phung Street,District 5, to Go Vap District. Mr. Quang invited the monk to get on the bus,but was attacked by the monk with untrustworthy words because he thought thatthe cyclo driver would cheat the monk with an exorbitant price. But Mr. Quangcalmly explained his reasons, and the monk understood Mr. Quang's wish. Finally, Mr. Quang was able to influence the monk, and the monk interpreted theomen as follows: "According to this omen, after ten years, the disciplewill change his life, and this book of poems will save his life. Wait and see, don't believe me too quickly." A memory of Mr. Quang is similar to Mr. WuZixu when he was in trouble. In early 1982, Mr. Quang secretly sent the poetrycollection "The Last Song" to France to an in-law to show that Mr.Quang wanted to express what he had seen and heard in his homeland, Vietnam.Unexpectedly, the poetry collection reached Mr. and Mrs. Nguyen Van Dinh andwas received with sincere openness. Since then, every year, his family has sentgifts to Mr. Quang's family. Sometimes when someone visited their homeland, Mr.and Mrs. Nguyen Van Dinh did not forget to send money to Mr. Quang's family. This story seems not much different from the story of Mr. Wu Zixu when he wasin trouble; a village girl gave him a package of rice food. Today, Vietnam alsohas many people who are full of charity, love literature and art, and arewilling to share the sweet and bitter with those who do non-profit culturalwork. In November 1993, Mr. Quang and his family settled in the United States underthe United Nations' "Humanity Operation "(H.O.) humanitarian program, but Mr. Quang had to leave his two children in Vietnam for extremely tragicreasons. In the United States, Mr. Quang and his family graduated from afour-year university, and his wife, Ms. Huyen Ton Nu Cam Bich, also graduatedfrom a two-year university "AA Degree". Therefore, Mr. Quang'schildren have achieved solid success because they have degrees from a foreignland. Respectfully, Bright Quang has secretly understood the legal Americansystem, which is different from other nations. When the United StatesDepartment of Justice has not cared to address the civil cases or crimes, thesecould not sue to prosecute the American Government, if the procedure to justice with the American government, even if good, the United States has been 28 USC1346- United States as defendant- Law.Cornell.Edu, which would never have wonto look like a game of hoax. Next, no native lawyers would be available tocounsel any naturalized person to sue their American Government. For thisreason, Bright Quang has worked hard and studied to earn a bachelor's degree.Let him be Pro se in himself. Quang is very fortunate because his wonderful wife has afar-sighted vision and a deep heart for the state of mind of a politicalprisoner who has been and is passionately passionate about literature and art,so she has created for Mr. Quang many extremely valuable and interestingconditions. Perhaps in this world, there is no Vietnamese woman who can compareto Ms. Huyen Ton Nu Cam Bich. Specifically, when she was in Saigon, Ms. Bichalways guarded the door while Mr. Quang used a carton box covering around himwhenever the local police searched the house because she knew that Mr. Quangwas composing poems and writings in a closed house to avoid the police fromsniffing out. Therefore, Mr. Quang composed many poems and set them to music todedicate to his wife with the theme "I Come Back to Visit YourHometown." Because after a six-year years and six months, he returned back to his father-in-law. When he was seen on the home altar, there were two pictures;one was of his father-in-law and his wife's brother. He was tearfully fallingone one knee and giving thanks to them. In another case, we understand that the problem of publishingbooks in English in the United States is extremely difficult. Most publishersin the United States define books as the dissemination of ideas and say, “Youwant to communicate your ideology to the public; you should be paying for yourhigh price.” Mr. Quang's wife was ready to give Quang over 40 thousand dollarsto publish the book. After several publishing contracts with Americans, theyunderstood Mr. Quang's thoughts and virtues in conveying Vietnamese culture andtraditions to integrate into the international community, so the Americanpublishers encouraged Mr. Quang continued writing his next works, and theyagreed to publish them without paying any fees and received preferentialroyalties. When Mr. Quang was using books, he struggled for justice of theVietnam War in the United States. During ten years of studying in the UnitedStates, Mr. Quang created a valuable position for himself in the Americanparadise, graduating with a Bachelor of Arts degree and two years' highereducation. At the same time, Mr. Quang exhibited sculpture and painting sixtimes in the United States and published nineteenth books in English. In thefield of art, Mr. Quang created 42 portraits of US Presidents, and some of thefigures of statue bronzes. So, he would use the intellectual property mortgagewhen the court required it in the Forma Pauperis case. In his opinion, his hardlife was nothing to the Vietnam War, which has deprived the right of his right to life and pushed him into the dirty mud by the foreign policy of the UnitedStates. Therefore, his wisdom could return to his mind, letting him light up hisjustice's torch. Forthe following reason: Mr. Quang wants to integrate into American society, first, he will study and learn about American policies, laws, etc., to learnabout the above topics, he must first learn about the leadership of Americathrough the generations of American Presidents. When an artist paints asubject, he not only observes the object but also has to understand veryspecifically the subject he is focusing on, so Mr. Quang must understandeverything about America very specifically, so Mr. Quang's integration is veryeasy. Second, having painted portraits of American presidents, Mr. Quang willunderstand the policies and directions of the US government. Specifically, Mr.Quang said a famous quote, "The great hope of American society isindividual character. Therefore, my life is not to be a brick, which lies underdirty mud. Instead, I see my life as a brick, which supports the building of theAmerican democracy."Roughly translated: “The greatest hope of the Americandemocratic society is that the unique ideas of each individual must berespected. Therefore, Mr. Quang's ideas are not like bricks thrown into themud, but Quang's ideas must be bricks built in the building of Americandemocracy.” Therefore, Quang's books are included in textbooks and the historyof the Vietnam War. The reason Mr. Quang wrote in English is that he wanted tointegrate into the international multiculturalism because the work of spreadingVietnamese culture to integrate with the international community is extremelyimportant. To express the objective truth, Mr. Quang has quoted, “The Truthwould only be understood. it's not to be described, and it cannot be explained.Truth should be kept in the heart. And A good heart is valued more than thebiggest skyscraper. And Education of aperson looks like the sun spreads everywhere, if a person has not been educated aslike the lamp without oil. However, because the group of Vietnamese who came tothe United States before them were too selfish, because of theirnarrow-mindedness but greed for fame and profit and personal factions, theysuppressed the later comers and chased away those who were passionate aboutVietnamese literature. Thanks to that group of people, Mr. Quang achieved themost beautiful dream of his life as a writer, which was to convey Vietnameseideas and cultural traditions to the international community. Furthermore,English books will be stored in the US National Library for billions of yearswithout fear of being lost. Thosewho went before in the settlement programs to the United States also had theambition of "upper ranks and lower ranks", for example, formerGeneral Nguyen Khac Binh not only betrayed his team but also broke his promiseto his subordinates when he read the following order: "All officers,non-commissioned officers and comrades of the National Police must be on duty24/7 at the unit. If anyone leaves the unit within 24 hours, they will beprosecuted before the military court at the front." But when the CommunistParty of Vietnam had not yet entered the capital, Saigon, former General Binhfled to the US before the people and his comrades. After 25 years of hiding inthe US, on the day of the H.O. National Police family reunion, the President ofthe National Police Association respectfully greeted the beloved LieutenantGeneral. During this time, Mr. Quang brought 100 poetry books to give to hisfriends and former General Nguyen Khac Binh to review his rank as CommandingGeneral. In another case, Mr. Quang sent a copy of his poetry collection to thepresident of the Overseas Poetry and Literature Association, Mr. Duong Hue Anh,in San Jose, who was the president at that time, but Mr. Quang did not receive aresponse and was refused participation in the association's activities. Therefore, Mr. Quang could not use Vietnamese to spread Vietnamese ideology andculture overseas. He would be trampled by a few groups of superiors, or"Old ghosts bully new ghosts and curse them." Therefore, Mr. Quangdecided to choose English as the platform to spread Vietnamese ideology andtradition to avoid the situation of the tied buffalo hating the eating buffalo. As we all know, the Vietnam War was betrayed by the US ally, because theinterests of the US were higher than the interests of Vietnam, so it soldVietnam to the Chinese communists. But they did not understand thoroughly andinsulted Mr. Quang as a traitor to the Vietnamese nation, and at the same time, they incite hatred for the People...For example, the United States secretlysigned a bilateral treaty with the Democratic Republic of Vietnam on August 28,1989, letting the United States retake the Vietnamese officers to the UnitedStates without having to pay a price during on April 30, 1975, a United StatesSenator, Joe Biden stated, " America has no responsibility for anyVietnamese." Which is why, on August 28, 1989, the United States secretlysigned a bilateral treaty to bring them home alike. But the Vietnamese Americanrefugees seemed not to understand the United States's Vietnam policy, which hadbeen calling on the Vietnamese American refugees to let them fight againstVietnamese communism. While Mr. Quang wanted to use his intelligence toinfluence the Vietnamese communists, they would return to nationalism and theVietnamese fatherland. We, the Vietnamese people, must unite to build theVietnamese homeland without hatred and factions. If we do not love each other,no empire will love us, the Vietnamese people. Therefore, Mr. Quang proves thestatement of the former US Secretary of State, Henry Kissinger, who confessedand said: “The Vietnam failure we did to ourselves.” The failure of the SouthVietnam War was caused by the US government. Therefore, Mr. Quang has exactevidence; let him struggle for justice with the United States. If the UnitedStates has swallowed its true statement case, the United States faces itsconstitution by itself. When Mr. Quang carried out Title VII of the CivilRights Act in 1964, the United States could trample down his trial, but theUnited States would not trample down the historic America.Inall of Mr. Quang's English books, he has a hook inside. For example, Mr. Quangbrought up a re-education prisoner who resettled in the United States and suedthe US government for compensation for damages while imprisoned in Vietnamafter 1975. "Benefit Insurance Perisoner" We all realize that theRepublic of Vietnam lost the war because of the interests of the United States, which sold out the Republic of Vietnam to Communist China. What there-education prisoners lost in Vietnam is the responsibility of the legal USgovernment, both morally and legally, as stipulated by international law on thelaw of war. Therefore, he sued the US government to compensate for damages."The United States of America should be compensated for all Vietnameseofficials of prisoners of conscience," But the re-education prisoners werenot compensated because power overrules justice. So the prisoner was sofrustrated that he took off his pants and peed in front of the court to protestinjustice. The prisoner was tried for insulting the Constitution and contemptof the United States law and was sentenced to death. He accepted the right todie without complaining, but before the execution, the court allowed him to saya final word to his family and descendants. He was allowed to say a few lastwords, such as, "I peed and took off my pants in front of the UnitedStates court that sentenced me to death, compared to killing an innocent personwithout being punished at all." The United States court allowed him topresent witnesses and evidence for the court to compare the two events becausethe United States law not only respects reason and fairness, to ensure thetransparency of American justice. The plaintiff brought up the case of the latePresident Kennedy and the late President Ngo Dinh Diem as follows, "Thetwo presidents had their own sovereign country but worshiped the same LordJesus, ate the same type of holy bread and drank the same type of holy water,so why did the President of the United States order the murder of the Presidentof the Vietnamese people?" In the end, the prisoner was released but couldnot claim compensation for the damage. So, Mr. Quang goes out of the trialroom, he looks up to the heaven while his laughter smiles a happy and proud smileto the United States Justice "Prisoner insurance." For that reason,Mr. Quang not only achieved academic success in the United States but alsoachieved his dream of spreading Vietnamese Literature and Arts to theinternational community, which was an honor for his family and lineage. Since1993, Mr. Quang has settled in the United States and has done things that noone else has done, like Mr. Quang, because he has passed on the culture andbeautiful traditions of the Vietnamese people to the next generation, so thatthey will not forget the origin of the Vietnamese people when they are livingabroad. There are two reasons why Mr. Quang uses English to spread the identityof the H.O. (H.O.) The first is that no Vietnamese will suppress the Vietnamesenational identity. The second is that English will be widely communicatedacross the five continents, and he has promised himself that for the rest ofhis life, Mr. Quang will write a book in English every year in many differentgenres. Because of the suppression of factions by overseas Vietnamese, and thedim of the American justice in the Vietnam War of Mr. Quang wrote the followingpoem:Enjoythe pleasures of country life,In thesmall bamboo gardenQuanglives quietlyOn theliterary wharf,Letyour dreams runWild Inthe spring,Watchbutterflies and paintIn theautumn, enjoy sculpture,In thesummer, compose poetryIn thecold winter, sip acouple of cups of wineReflecton lifeYouhave planted!Whatwill you reap tomorrow?Howmany sweet and bitter fruitsWillyou find that Quang also knows? How tonurture a few ambitionsOpenthe way to light torchesIn thenight, do not be despicable soldiersFollowthe beaten path of the wildThankyouQuangholds the pen to accept laughter and criticismTakingoff his hat to salute the one who criticizedTheworld competes for special benefitsQuanghere regains the love of his homelandGloryand wealth are like clouds and windLove ofcountry and people,Vow tokeep the oathTheVietnamese people are not guiltyThepowerful forcesThey'dsown so much sufferingThatcreated so many unhappy places California, the 4 of July 2025
