The jurisdiction of this Court is invoked under 28 U.S.C. § 1254 (1), the bilateral treaty signed by the United States and the Socialist Republic of Vietnam on August 28, 1989, TIAS—the specially released reeducation center detainees resettlement program, and the Title VII of the Civil Rights Act of 1964 of the First Amendment, Article III, Section(1,2&3), and the Thirteenth Amendment, the Fourteenth Amendment of the United States Constitution have related from H.R. 7885, Section 407. 88-205 Pub.L. Approved December 16, 1963. 11 am, or 22 U.S.C.§ 2151 deals with foreign assistance, section 407, in a related piece of legislation (likely the Foreign Assistance Act of 1961. Therefore, the Plaintiff has based the United States Constitution and American laws, which allow him to appeal to the United States Court of the Ninth Circuit that expresses legal honesty and justice.
