Perhaps, Kissinger does not only understand the Public Law 88- 205, 88 Congresses to be H.R. 7885 Section 407, Approved Dec. 16, 1963, which relates to 22 U.S.C.§ 2151 that said, "Congressional findings and declaration of policy. Let the petitioner provide to this statute: The Congress has spoken that no department, agency, officer, or employee of the United States shall, under authority of this Act, exercise any direction, supervision, or control over, or impose any requirements or conditions with respect to, the personnel, curriculum, methods of instruction, or administration of any educational institution. Approved December 16, 1963, 11 am. Let the petitioner prove that the government of the US has been supporting expansion Assistance, or the so-called Development Loan Fund, and Military Assistance to persuade the government of South Vietnam that it should achieve victory over communism. Then the army of the US will return homeland, but not sell the Republic of Vietnam to communism, not betray each other, and not build chaotic situation of South Vietnam because statute' H.R. 7885 and section 407 of the US has confirmed this: "the congress senses that assistance authorized by this act should be extended to or withheld from the government of South Vietnam, in the discretion of the President, to further the objectives in that struggle."
