Then the army of the US will return homeland, but not sell the Republic of Vietnam to communism, not betray each other, and not build chaotic situation of South Vietnam because statute' H.R. 7885 and section 407 of the US has confirmed this: "the congress senses that assistance authorized by this act should be extended to or withheld from the government of South Vietnam, in the discretion of the President, to further the objectives in that struggle."
